Foremost window inactive when switching desktop

When switching desktop, the foremost window displayed on the new desktop is inactive. This implies that any keyboard input is forwarded to the active window on an already hidden desktop. This behavior is different from that in Linux and is very confusing. Is there a way to configure active window switching when switching desktops?

Windows 8.1 64bit
