Romanian translation

Hello Dexpot Team,

I've started the romanian translation for Dexpot and I
found that some characters are not displayed properly.

In case you have a bit of spare time just place in one
of english or german dxs file the following characters
to see if they appear the same to you as they do in
your browser: ÂâÎî .

Unfortunately the forum's encoding is not UTF-8 so
I cannot show the other special characters. Please
find them by their codes

How do you deal with different encodings? Do you
use codepages or UTF-8?
