App launches "always on top"

I am using Dexpot 1.5.5 on WinXP. (Yes, I know it's old!)

Recently, when I launch my notepad application (Axelpad) it has "ontop" set. In other words, the Window stays ontop of all other application Windows.

Is this something which Dexpot is controlling? Can I set something in Dexpot to disable this?
