Dexpot 1.6 Portable does not start in Win 8.1 x64

I downloaded and unziped Dexpot 1.6 Portable.
Run dexpot.exe -
(as user and administrator). File portable.ini exists. How to use a portable version on Microsoft Windows 8.1 v6.3.9600?
