Programs switch desktops when using VNC

Using Dexpot 1.6.14, Build 2439 on Windows 7 x64 SP1. I have an UltraVNC Server 1.2.0.4 running on it with the "Mirror Driver". Every time I connect to the computer, some, but not all, programs that were on Desktop 2, 3, 4 move to Desktop 1. I use the Dexpot window menus to move them back. When I disconnect the client, some, but not all, windows move to Desktop 1 again.
I don't think there's anything magic about Desktop 1. It just happens that is where I leave it most of the time.
I just want programs to stay where I left them, regardless of whether I'm using a VNC client or am sitting at the computer.
