All windows dumped to one desktop

I'm using Dexpot 1.6.14, Build 2439 on Windows 7. I have 5 desktops.
When using Open Text Exceed onDemand 13.8.4.617, I will have windows on multiple desktops. Under some circumstances, when a new window is opened, all EoD windows are moved to the current desktop. I have to then manually move them back to their original desktop. This gets tiresome.
Is there a rule I can make that will prevent windows from moving desktops? I didn't see any option for that in the rules assistant.
